I have read that Northern Pacific Right whales winter off the southern coast of Georgia in relatively shallow water. I have seen whales off the coast of Cape Cod but my wife has not. I can go to almost any town on the coast, stroll the shore lines and cliffs, and watch the whales playing offshore pretty much all summer long. Lots of minkes and humpbacks.
